SUMMARY OF PRESENTATION
The Carbon Capture and Storage (CCS) industry in the UK has seen major developments since 2016, with a range of legislative and Government financing changes that have enabled the first major Transport & Storage (T&S) projects Liverpool Bay CCS (LBCCS) and Northern Endurance Partnership (NEP) to progress to Final Investment Decision (FID) in 2024 and 2025, and capture plants in the two industrial clusters of HyNet North West and East Coast Cluster following suit to utilise the T&S capacity. However, whilst the UK was viewed internationally as plausibly the most advanced country in CCS for a time between broadly 2021 and 2024, progress has since slowed, and the industry now faces challenges amidst an uncertain political outlook. This presentation explores how the CCS industry has developed from 2021 to the present day, and what the future may hold. It will provide a brief overview of what CCS is and the technologies involved, before turning to the project landscape in the UK as it exists today and what lies ahead. Finally, it will discuss what is required for projects to continue developing, and possible routes to becoming a self-sustaining market in the future.

Charles Perez-Storey is a Principal Engineer at Progressive Energy Ltd (PEL), which is a pre-eminent low carbon project development company, based in the UK. Progressive Energy was formed in 1998, and has been at the vanguard of Carbon Capture & Storage (CCS) development in the UK for over 25 years; it was one of the founding member companies of the Carbon Capture & Storage Association (CCSA) and has developed major decarbonisation projects through all the CCS allocation rounds to date in the UK. Progressive Energy was the originator and lead developer for the HyNet North West project, which is the most advanced CCS project in the UK, and also for the Peak Cluster project, which PEL is leading through the FEED and Consenting stage of development, and aims to achieve FID in 2029. Charles is a Chartered Chemical Engineer, with 5 years’ previous experience in oil refining at ExxonMobil, and has worked at PEL for the last 5 years on a variety of Hydrogen and CCS projects. Charles currently leads PEL’s development activities for aggregating additional CO2 into the Peak Cluster system beyond the core capture plants, and is focussed in particular on CO2 shipping solutions.
